The urban areas surrounding the nuclear core of Oporto are characterized as diverse self-generating micro-structures. They lack an effective urban project, on this condition they find open field to emerge, even if in conflict. This originates a declared war among micro-structures, and no equilibrium is being obtained. In fact, the global structure of the system is being damaged by this instability.
The solution found, was to restructure the damaged areas and aid the weak to balance all acting forces into equilibrium.
